Corruption and State Power in Russia: Fighting and Coexistence. XIV - Mid-XIX Centuries

Abstract

In this paper, based on a wide range of legislation, new archival sources, that author identified in the Russian State Archive of Ancient Acts, published documents and modern scientific literature we study government policies to tackle bribery among public officials throughout the mid XIV-XIX centuries. Presents an analysis of the legislative measures taken by the supreme authority to stop this phenomenon and practice examples of specific cases. Characterized the activities of agencies in charge of the investigation of malfeasance - Senate offices of Majorca, commissions of inquiry, as well as personal attitude of monarchs to the concrete facts of bribery dignitaries. The content of concepts that characterize the historical documents that bribery is revealed. Individual attention is given to the study of public opinion in relation to the bribery of officials and its influence on the formation of a new psychology of public servants.
