Abstract

The report discusses theoretical and practical approaches to the digital transformation of public administration in the interests of ensuring and increasing its effectiveness. The authors assess the impact of digitalization on the quality of public administration and show a strong relationship between the indicators of e-government development, on the one hand, and the effectiveness of public administration, on the other. Based on the analysis of foreign experience in the use of digital technologies in planning, monitoring and evaluating results in public administration, an assessment was made of the potential for using such technologies in Russian practice. The report shows that digital technologies can overcome the problems in the development of public authorities by results that have arisen and identified earlier, and digital transformation can be a driver for the introduction of a new model of public administration - public management by results. Whether this happens or not depends on the extent to which in practice it will be possible to lift the restrictions on the introduction of digital technologies in general and in public administration in particular.
