Subsidios cruzados en Agua y Cloacas: la concesión de Buenos Aires

Abstract

A partir de 1991, con la privatización de Corrientes, se inició un proceso de privatizaciones en el sector de agua y saneamiento en Argentina, que abarcó muchos de los servicios provincializados una década antes. La impronta de los contratos era ceder la gestión al sector privado y promover la expansión de los servicios. El Area Metropolitana de Buenos Aires se dio en concesión por treinta años en 1993. La cobertura en el país alcanza un 84% de la población urbana en agua potable y un 54% en cloacas. En los años noventa se lograron progresos en la expansión de los servicios, pero el país aún tiene niveles de cobertura inferiores a su nivel de desarrollo (Chile, por caso, tiene cobertura prácticamente universal).
