Abstract

Current problems of public finance related to imbalances that exist both in the national public budget, and the state budget, but mainly at the local public finance, is based on more than one source, so the budget-fiscal nature, administrative and in terms of local and regional economic development. One of the least addressed issues of local public finance specialists, is the correlation related to finance public capital market, that is the issue of financial instruments by local authorities on national and international capital markets.
