체제전환국의 WTO 가입경험과 북한 경제(Transition Economies’ Experience of WTO Accession and its Implication for DPRK)

Abstract

본 연구는 체제전환국의 WTO 가입경험을 살펴보고 그것이 북한 경제와 한반도 경제권 형성에 주는 시사점을 제시하였다. 최근 연이은 남북정상회담과 분단 70년 만에 처음으로 개최된 북미정상회담 등을 계기로 한반도 정세가 급격하게 변화하고 있다. 아직까지는 북한의 비핵화와 항구적인 평화 안착이 주요 의제로 논의되고 있지만, 관련 논의가 확대되면 대북제재 완화와 함께 북한 경제의 국제시장 편입 문제에 대한 논의가 이루어질 것으로 기대된다. 하지만 북한의 경제개혁개방, 대외관계 정상화 과정에서 자유무역체제로의 편입은 필수불가결한 문제임에도 불구하고 관련 연구는 미진한 실정이다. 이 연구는 체제전환국의 무역정상화 과정 중에서도 WTO 가입경험을 살펴봄으로써 북한의 WTO 가입 과정에서 제기될 수 있는 쟁점과 이슈를 파악한다.
