일자리 창출을 위한 유럽 주요국의 성공사례 연구(Job Creation Policy in Europe: Case Studies and Implications)

Abstract

최근 우리나라의 노동시장에는 고용증가세 둔화, 청년실업 증가, 노동시장 이중구조 심화 등 다양한 문제점들이 나타나고 있다. 이러한 문제점들의 근저에는 지난 수년간 한국경제의 역동성이 크게 약화되면서 ‘수출을 통한 경제성장 및 일자리창출’이라는 전통적인 한국경제의 발전양식이 원활하게 작동하지 않는 현상이 자리하고 있다. 현 정부가 대통령직속으로 일자리위원회를 설치하고, 「일자리창출 5년 로드맵」을 채택하는 등 ‘일자리중심 국정운영’의 기치 아래 다양한 노력을 기울이고는 있으나, 일자리창출의 동력이 크게 확대되지는 못하고 있다. 이러한 상황은 현재 투입되고 있는 정책조치들의 효과성을 제고하기 위해 다양한 각도에서의 점검이 필요함과 동시에 새로운 정책방향의 정립이 필요함을 시사하고 있다고 하겠다. The A number of challenges have been burdening the labor market of Korea today, including the deceleration of the speed of jobs creation, the increase in youth unemployment and deepening of ‘dual structure’ of the labor market. The weakening of Korea’s economic growth dynamics and the corresponding bottleneck in implementing the traditional growth engine of the Korea economy – Economic Growth and Jobs Creation through Export Expansion” – are often quoted as the main causes of these difficulties. The Moon administration has been making enormous efforts to counter these unwelcome trends, by establishing the Presidential Committee on Jobs and adopting a jobs-centered approach to policy enforcement. However, the achievement is rather unsatisfactory so far. Therefore, it is quite timely to check the effectiveness of the current policy instruments and to adopt a new orientation in the policy making for jobs creation.
