비핵화에 따른 대북경제제재 해제:분석과 시사점

Abstract

역사적인 4월 27일 남북 정상회담 개최로 급반전된 한반도 정세는 5월 26일 2차 남북 정상회담, 6월 12일 북ㆍ미 정상회담 그리고 9월 18~19일 3차 남북 정상회담 등을 통해 북한의 비핵화, 남북간 군사적 긴장 완화, 종전선언, 그리고 영구적인 한반도 평화체제 구축에 대한 기대를 높이고 있다. 한반도 정세에서 가장 중요한 요인으로 작용하는 북ㆍ미 간 협상은 현재 선제적인 완전한 비핵화 조치를 요구하는 미국과 대북제재의 해제를 요구하고 있는 북한이 팽팽히 대립하는 상태이다. 만약 향후 북ㆍ미 정상회담에서 긍정적 성과가 도출된다면 북한에 대한 더 이상의 추가 제재보다는 북한의 비핵화와 연계한 경제제재 해제조치가 이루어질 개연성이 높다. The sudden turn of events on the Korean Peninsula – the istoric inter-Korean summit held on April 27th, second inter-Korean summit on May 26th, the Singapore summit between North Korea and the U.S. on June 12th, and the third inter-Korean summit held on September 18th and 19th – are raising expectations for North Korea’s enuclearization, easing of military tensions between the two Koreas, the official ending of the Korean War and a permanent peace settlement.
