국제사회의 기후변화 대응 인프라 투자와 한국의 정책과제(Global Investment and Policy Implications in Low-Carbon, Climate-Resilient Infrastructure)

Abstract

국제사회는 최근 지속가능발전목표(SDGs)와 선진국과 개도국 모두의 기후 변화 대응 노력을 촉구하는 파리협정을 채택함으로써 저탄소 기후탄력적(low carbon climate resilient) 경제로의 전환을 추구하고 있다. 저탄소 기후탄력적 경제로의 전환을 위해서는 무엇보다도 ‘기후인프라’에 대한 관심과 투자가 중요하다. 이에 본 연구는 국제사회의 기후인프라 관련 논의와 투자전망을 살펴보고 기후인프라 투자 주체별 재원조성 현황을 분석하였다. 또한 국제사회의 기후인프라 투자 사례를 검토하고 우리나라의 관련 정책과 국내기업의 해외 기후인프라 사업 진출 현황과 애로사항을 조사하였다. 이를 토대로 우리 기업의 해외 기후인프라 사업 참여를 촉진하기 위한 정책방안을 제시하고자 하였다. The adoption of the Sustainable Development Goals (SDGs) and Paris Agreement in 2015 accelerated the transition to a low-carbon climate-resilient economy which requires significant investment for both new and existing infrastructure. This study aims to provide policy implications for supporting Korean companies participating in overseas climate-related infrastructure projects.
