Abstract

Korean Abstract:본 연구는 IT혁명에서 디지털, 인터넷 경제까지 모든 분야에서 기술혁신을 주도하고 있는 미국과 전통적인 제조업 강국인 독일 및 일본이 제조업과 IT를 융합하는 4차 산업혁명을 선도하고 있음에 주목하였다. 즉 미국, 독일, 일본 등 선진국에서 전개되고 있는 4차 산업혁명의 실체를 구명하는 작업에 앞서 구체적으로 이들 국가가 추진하고 있는 정책의 상(像)을 조감하고, 거기서 우리 정부의 대응책을 찾는 것을 연구목적으로 설정하였다. 특히 미국, 독일, 일본 4차 산업혁명의 본질이 제조업 혁신 혹은 디지털 제조(digital manufacturing)에 있다고 보고, 이들 선진 주요국의 4차 산업혁명을 정부정책 관점에서 접근하여 우리나라의 성장전략에 대한 정책적 시사점을 도출하는 것을 연구목적으로 삼았다. 특히 독일의 플랫폼 인더스트리 4.0이나 미국의 IIC(Industrial Internet Consortium), 일본의 로봇혁명이니셔티브(RRI)와 같은 산관학 협력기구의 활동에 주목할 것을 주문하였다. 본 연구결과가 향후 우리 정부의 4차 산업혁명 관련 제반 정책 수립에 많은 도움이 되기를 기대한다. English Abstract:As the world is entering the new age of Industrial Revolution, advanced economies such as the United States, Germany and Japan are striving to lead the trend and are preparing to cope with new system of advanced technologies. Three countries have different strengths to achieve to promote new revolution, but they share common perspectives that the Fourth Industrial Revolution (4th IR) is the basis of the ‘Manufacturing Innovation’ or ‘Digital Manufacturing’. This study focuses on the 4th IR related policies of the three countries to make an implication for Korea to draw out its own policy for digital innovation/digital manufacturing. Even though differences exist in economic/social structure, industrial bases and technologies, it is important to analyze the 4th IR policies in three advanced countries as all their governments are striving to prepare strategies that promote economic growth in the future. Furthermore, the work focuses on the cooperating organizations of the academia, businesses and government such as Plattform Industrie 4.0.
