Abstract

La nature systémique des relations qui caractérisent un milieu économique et social explique en effet ce qui favorise ou non l’acte d’innover. Seulement, doit-on réduire l’innovation, produit du milieu, aux seuls échanges inter-individuels débouchant sur une nouvelle combinaison productive ? Résulte-t-elle uniquement d’une organisation spécifique des relations économiques ? Notre thèse est que la systémique du milieu ne se réfère pas uniquement aux interactions économiques mais prend aussi en considération les structures sociales qui sont à l’origine de ces comportements innovateurs. Or, les institutions (État, collectivités locales) tiennent un rôle significatif dans l’organisation et l’évolution des structures socioéconomiques. Et en retour le milieu innovateur contribue à la performance innovante des entreprises par l’offre des ressources scientifiques et techniques qu’il peut organiser. The systemic nature of the relationships which characterise an economic and social milieu explains what gives (or not) incentives to innovation. However, should we reduce innovation, product of the milieu, only to inter-individual exchanges resulting in a new productive combination? Is innovation only the result of a specific organisation of economic relations? Our thesis is that the systemic of the milieu does not only refer to economic interactions but also takes into account the social structures which are at the origin of innovative behaviours. However, institutions (the State, local authorities) play an important role in the organisation and the evolution of socio-economic structures. In turn, the innovative milieu contributes to the innovative results of enterprises, thanks to the supply management of scientific and technical resources.
