Abstract

Le Sénégal, pays le plus à l’Ouest du continent africain, reste sous la menace de la sécheresse au Nord, ainsi que de l’érosion côtière et de la dégradation des ressources naturelles. Nos investigations du système énergétique sénégalais nous ont permis d’identifier des vulnérabilités persistantes au plan environnemental, économique, technique et social. Le système énergétique est marqué par une forte dépendance de la biomasse et des produits pétroliers importés, à cela s’ajoute l’absence de technologies efficientes et la faible densité du maillage du réseau de distribution. Malgré la Lettre de politique du secteur de l’énergie qui met l’accent sur une régulation accrue et le recours aux énergies nouvelles et efficaces, on note l’absence d’un cadre réglementaire pour toutes les formes d’énergie disponible et la faiblesse des structures financières d’accompagnement de la politique énergétique.
