Abstract

Serbian Apstrakt. U članku se razmatra aktuelna antimonopolska politika u SR Jugoslaviji. Istražene su tržišne strukture u jugoslovenskoj privredi, uzimajući u obzir stepen koncentracije i uslove ulaska. Pošto su posmatrane tržišne strukture daleko od konkurentnih, naglašena je relevantnost antimonopolske politike. Razmotren je institucionalni aspekt aktuelne antimonopolske politike (i savezne i srpske), posebno u odnosu na primenjene procedure i kriterijume. Pokazano je da savezna antimonopolska politika virtuelno ne postoji. Srpska antimonopolska politika zasnovana je na tzv. Antimonopolskoj uredbii usmerenoj na administrativnu kontrolu cena. Zaključuje se da ni savezna, ni srpska antimonopolska politika nisu primenljive i usklađene sa savremenom antimonopolskom politikom Evropske unije. Na kraju daju se uputstva za primenljivu antimonopolsku politiku. English Abstract: The paper deals with the actual antitrust policy in FR Yugoslavia. Market structures of Yugoslav economy are examined, taking into account both concentration ratio and entry conditions. Since observed market structures are far from competitive, the relevance of antitrust policy is stressed. The institutional aspect of the actual antitrust policy (both Federal and Serbian) is examined, particularly regarding applied procedures and criteria. It is demonstrated that federal antitrust policy virtually does not exist. Serbian antitrust policy is based on the Decree focused to administrative price control. It is found that both Federal and Serbian antitrust policy are not appropriate and not consistent with modern approach in the EU. Guidelines for appropriate antitrust policy are outlined.
