Abstract

Резюме: В научното изследване, в дискусионен порядък, е аргументирана тезата, че Съветът за електронни медии, подобно на други независими специализирани държавни органи, създадени по силата на специални закони, е част от системата на държавното управление (част от системата на държавния административен апарат), без да е държавен орган на изпълнителната власт. Проблематиката относно правната същност на Съвета за електронни медии има отношение във връзка с трудовоправния статус на неговите членове, както и относно този на работещите в неговата администрация, които авторът е изследвал в други свои научни съчинения.
