Uma proposta para mensuração dos índices de desigualdade de oportunidade municipais

Abstract

This paper proposes the measurement of inequality of opportunity index (IOp) for Brazilian municipalities, based on data from the 2010 Demographic Census. With this, we create a base of municipal social (and state) information which can be added to the indicators provided by IPEA and João Pinheiro Foundation, ie- income inequality (Theil), percentage and number of poor, average years of studies, etc.. For this, we use the methodology basis developed by Almås (2008) and Almås et al. (2011) and a concept of responsibility-sensitive justice. Preliminary analyzes for the states of Brazil, indicate that the coefficients of inequality of opportunity are mainly related to education.
