Redistribución y estabilización de la renta

Abstract

El propósito del trabajo es evaluar las funciones redistributiva y estabilizadora del presupuesto español a través de los estabilizadores automáticos aplicando metodologías desarrolladas por la literatura sobre los efectos económicos de las federaciones fiscales. Se ha realizado un análisis a nivel de comunidades autónomas, para el periodo 1995-2002, utilizando datos de panel. Los resultados obtenidos evidencian la entidad del efecto redistributivo y la escasa relevancia económica de la función estabilizadora de los impuestos directos, las prestaciones y cotizaciones sociales y, así, vienen a confirmar las estimaciones obtenidas por estudios previos para periodos anteriores. La incorporación de las transferencias en especie revela que éstas ejercen un considerable efecto redistributivo y estabilizador.
