Abstract

This paper discusses about the relations between The Andean Community and the European Union, in the context of the conformation of South America Free Trade Area. Economic relations are well-differenced between the European Union and two South American blocks: Andean Community and MERCOSUR. The central thesis is that the Andean Community must look for "desnarcotizar" the relations with Europe and try to find a contact as partners for development. In that way, it will be essential the consolidation of the Free Trade Area in South America, where since there, deepen the relations with the old continent, searching the creation of a multipolar world.
