Abstract

Pada dasarnya, setiap pembaharuan dan perubahan dalam kehidupan berbangsa dan bernegara adalah terwujudnya pemerintahan yang demokratis guna menciptakan sistem pemerintahan yang lebih baik (good governance). Tujuan pokok good governance adalah tercapainya kondisi pemerintahan yang dapat menjamin kepentingan pelayanan publik secara seimbang dengan melibatkan kerjasama antar semua komponen pelaku (negara, masyarakat madani, lembaga-lembaga masyarakat, dan pihak swasta). Menurut Miftah Thoha menyatakan bahwa salah satu wujud tata kepemerintahan yang baik (good governance) adalah terdapatnya citra pemerintahan yang demokratis. Paradigma tata kepemerintahan yang baik menekankan arti penting kesejajaran hubungan antara institusi negara, pasar dan masyarakat.
