Abstract

This research intent for (1 ) menganalisis DPRD'S observation Mechanism, (2 ) menganalisis DPRD'S Performances in keep company agreement among Local Government with third party at Regency West South-east Moluccas (3 ) menganalisis faced constraint DPRD in do that observation function. After been done analisis, formulated by proposisi which is: (1 ) each Supervisory logistic performings deep organisational, that don't be espoused by a default mechanism (Default), therefore must observation won't performed one good manners (Are not Effective) (2 ) no default which standards to supervisory performings, can be cause so measurement to usufruct performance not believable (3 ) Factors internal and external that cling on each organization or organization member can potentially become resistor in organisational intent attainment. Keyword: Supervisory mechanism, Supervisory performance Abstrak Penulisan ini bertujuan untuk mengkaji mekanisme pengawasan dan kinerja DPRD terhadap perjanjian antara Pemerintah Daerah dengan pihak ketiga di Kabupaten Maluku Tenggara Barat, serta mengetahui kendala-kendala yang dihadapi DPRD dalam melakukan fungsi pengawasan tersebut. Hasil kajian menunjukan bahwa beberapa proposisi yaitu: Setiap pelaksanaan fungsi pengawasan dalam organisasi tanpa melalui mekanisme baku (standar), akan menghasilkan pengawasan tidak efektif atau tidak terlaksana dengan baik; Tidak ada standar yang baku terhadap pelaksanaan pengawasan, dapat menjadi penyebab kinerja tidak bisa dipercaya; Faktor internal dan eksternal yang melekat pada setiap organisasi atau anggota organisasi dapat berpotensi menjadi penghambat dalam pencapaian tujuan organisasi.
