Abstract

This study was conducted to see the benefits of Village Government Policy on improving the Quality of Human Resources in Ilngei Village, Tanimbar Selatan Sub-district, Southeast Maluku Regency. This research is a qualitative research. Data collection by interview, observation and further documentation by using qualitative data analysis from Miles and Huberman. The results showed that the Provision of Assistance from Ilngei Village Government to the Village Community in the case of Human Resource improvement is still based on the existence of family relationship and the interest of Political Village Head. As long as the community involvement in the formulation of village government policy is not yet complete, the Village Government still plays a full role in formulating every policy in the village. This affects the negative public perception of the Village Government in providing services to the Community, especially in relation to the Village Government's policy on human resource development.
