Abstract

This working paper is part of the DEFEN-CE project and seeks to: • review the existing literature defining vulnerability and vulnerable groups; • develop an own, multi-faceted conceptualization of vulnerable groups, based on the available literature • Find theoretical relevance on the issue of vulnerability • Conceptualize vulnerability and vulnerable groups in order to guide empirical research within the DEFEN-CE project The report collects relevant theoretical concepts and approaches to understand vulnerability as a basis for identifying the vulnerable groups and their operationalization and measurement in the project. We applied a heuristic approach to define the vulnerability/ties and got inspired by the meaning of the concept of the vulnerability and related concepts beyond social sciences or labour market concepts. Basically, we are looking for heuristic matric of vulnerability help us to detect what is the construction of the “vulnerable group”.
