Abstract

dipandang sebagai badan usaha yang paling baik untuk mendorong dan mendukung pertumbuhan ekonomi kerakyatan. Sebelum lebih jauh, yang dimaksud “rakyat” di sini bukanlah definisi secara aritmetik atau statistik yaitu warga negara dalam suatu negara melainkan definisi sesuai dengan konsepsi politik (Swasono, 2002). Rakyat yang dimaksud adalah “common people” atau orang kebanyakan. Dengan demikian yang dimaksud dengan kepentingan rakyat adalah kepentingan publik bukannya rakyat sebagai orang seorang. Maka jelaslah bahwa meskipun Liem Sio Liong adalah warga negara Indonesia maka bisnis yang ia punya bukanlah kegiatan ekonomi rakyat melainkan ekonomi konglomerat. Dengan demikian bentuk usaha yang merupakan penjelmaan dari ekonomi rakyat adalah badan usaha dalam skala mikro, kecil, dan menengah (UMKM). Untuk memperkuat diri dan kelompok dalam industrinya maka koperasi bisa dijadikan salah satu wadah yang tepat untuk itu.
