Abstract

Gula merupakan salah satu komoditi kebutuhan pokok rakyat seperti membangun kesejahteraan dan dapat menjangkau seluruh aspek kehidupan manusia, masyarakat,bangsa, dan negara serta berpengaruh cukup signifikan terhadap inflasi. Indonesia pernah menjadi eksportir gula terbesar kedua di dunia setelah Kuba, tepatnya saat zaman Kolonial Belanda yakni pada dekade 1930-an. Kebutuhan gula konsumsi saat ini masih bergantung pada impor dan belum mencapai target swasembada gula. Sehingga, pabrik gula di Indonesia kesulitan untuk memperoleh laba marjin, dan sebagian lagi sudah merugi karena tingginya biaya operasional, inefisiensi pada tingkat on farm dan off farm serta rendahnya tingkat produktivitas.
