Abstract

Adanya paradoksasi, fenomena kegagalan pemerintah dalam penyediaan public goods dan gagasan deepening democracy yang dianggap obat mujarab bagi keberhasilan pembangunan desa. Tujuan penulisan ini: mendeskripsikan hubungan antara deepening democracy dan musrenbang desa dalam ketercapaian produksi kebijakan yang unggul dan menemukan elemen-elemen penting terwujudnya kebijakan deliberatif yang unggul. Tulisan ini mengungkap bahwasanya, musrenbang desa dipandang sebagai tujuan, padahal ia hanya alat/proses yang dipilih. Terjadi pemahaman dan implementasi demokrasi desa yang semu, pencanggihan bentuk, tanpa perubahan kualitas substansi kebijakan. Elemen penting untuk ketercapaian excellence public policy, memerlukan penguatan kapasitas pemerintah melalui sebuah kelembagaan yang menjadi ruang baru dialog dan keterlibatan masyarakat melalui forum deliberatif. Untuk itu diperlukan komitmen politik, keterlibatan aktif masyarakat, trust warga, dan jaringan sosial.
