Mungkinkah Universal Basic Income (UBI) Diterapkan Di Indonesia? Sebuah Tinjauan Literatur Sistematis

Abstract

Dampak pandemi Covid-19 dan revolusi industri yang substansial telah mendorong diterapkannya Universal Basic Income (UBI) diterapkan secara permanen, bukan hanya di masa krisis. Studi ini telah menyediakan penilaian mengenai kemungkinan potensi penerapan UBI di Indonesia secara permanen. Dengan menggunakan tinjauan literatur sistematis, studi ini tampaknya tidak menyediakan dukungan terhadap penerapan UBI secara permanen di luar masa krisis dan transisi pemulihan ekonomi di Indonesia. Hal ini cukup beralasan mengingat penerapan BLT sebagai program yang paling mendekati UBI tidak sepenuhnya menunjukkan manfaat kesejahteraan dalam artian luas, bahkan di masa krisis sekalipun. BLT memang memberikan manfaat yang cukup besar terhadap aspek ekonomi, pendidikan dan ketenagakerjaan, namun justru menimbulkan efek yang lebih kontraporuktif terhadap aspek kesehatan dan pengembangan komunitas.
