Abstract

Một cách ngắn gọn, có thể chia các ý kiến đánh giá về chủ đề này theo “2 trường phái”: ủng hộ và chống với hai đại diện tương ứng tiêu biểu nhất là các nhà nghiên cứu cho World Bank và UNESCO. Từ góc độ kinh tế, World Bank định nghĩa một loại hàng hoá là tư nhân. Từ góc độ xã hội, UNESCO có quan điểm ngược lại. Theo UNESCO, GDĐH là hàng hoá công vì nó có “tác động ngoại biên” – externalities lớn. Theo quan điểm của người viết bài này, với thực tế ở nước ta hiện nay, nếu muốn phát triển, chúng ta buộc phải thừa nhận GDĐH là một thị trường
