Abstract

Philosophical context on value discusses on good or bad in human life. Public Administration as a practical study was extracting from Philosophical Study itself. Thus practically, it influenced public administration context of values. Thomas Aquinas adopted Aristotle perspective about God as the primary cause (causa prima). He argued that God as the reference of ultimate value. Thus Philosophical ethics itself is built of belief values. Public Administration Ethics, therefore is contributed of belief values. Several types of research and academic reviews answering on bribery separately used normative law perspective and Islam law philosophical perspective. The Academic review using normative law perspective found that bribery pressures public officer decisions. Extremely it manipulates someone decisions who do not own public authority, nevertheless possess some resources that are required by those who have political interests. These research furthermore show various regulation on bribery. Whereas Islamic Philosophical reviews on bribery discuss on Holy Qur’an and Hadits resources about presents and bribery to be differing. Those sets of research and academic reviews separately show a different perspective of bribery. But then Islamic Philosophical view explain comprehensively that presents opposite to risywah by its public authority evidence context.
