Dinamika Perkembangan Model E-Government

Abstract

Program komputer digunakan sebagai faktor pendukung efektivitas, efisiensi, dan produktivitas administrasi sebelum penemuan internet dan semakin banyak pemakaian komputer personal. Namun demikian, setelah penemuan internet, segala macam aktivitas pemerintahan mengandalkan algoritma dan fasilitas internet. Otomatisasi proses bisnis, pengelolaan basis data pegawai, anggaran dan logistik, penyediaan layanan kepada masyarakat, sampai pada penanganan pengaduan sudah mulai menggunakan aplikasi berbasis online. Dengan kata lain, peran teknologi telah bergeser dari pendukung menjadi salah satu determinan penting dalam aktivitas tata kelola pemerintahan. Seiring dengan pekembangan TIK dan tuntutan masyarakat dalam penyediaan pelayanan publik, praktik e-government juga mengalami pekembangan yang berimbas terhadap pola interaksi, aktor, konten, dan konteks implementasinya.
