Abstract

Program Banjar Cerdas (PBC) jenjang pendidikan menengah adalah pemberian dana dari Pemerintah Daerah untuk penyelenggaraan pendidikan jenjang pendidikan menengah. Pada kenyataannya implementasi Program Banjar Cerdas tersebut belum efektif. Penelitian ini bertujuan untuk mengetahui implementasi Program Banjar Cerdas jenjang pendidikan menengah di Kota Banjar. Penelitian ini menggunakan metode kualitatif deskriptif. Data dikumpulkan melalui wawancara mendalam dari informan yang telah ditentukan dan dilakukan secara terus menerus sampai datanya jenuh. Hasil rekaman data ditranskrip secara penuh. Data selanjutnya dikelompokkan menurut tahapan implementasi. Hasil penelitian menunjukkan bahwa implementasi Program Banjar Cerdas jenjang pendidikan menengah di Kota Banjar belum berhasil. Terdapat hambatan-hambatan yang mempengaruhi kinerja implementasi Program Banjar Cerdas, antara lain; kurangnya sosialisasi kepada masyarakat baik oleh pemerintah maupun oleh pihak sekolah, tidak adanya insentif bagi pelaksana, kurangnya pelatihan bagi pelaksana, tidak adanya standar operating procedur (SOP), dan kurangnya perhatian pelaksana.
