Pour une communication efficace entre les services publics et les médias

Abstract

Cette publication comprend six exposés présentés au cours du séminaire par cinq experts en communication, dont trois travaillent auprès d'administrations publiques d'Europe occidentale et du Canada et deux sont journalistes en poste à Budapest. Un exposé de présentation générale des problèmes qui a posé le cadre des discussions du séminaire précède les autres exposés. Les annexes comprennent des modèles de codes de déontologie pour les journalistes et les spécialistes de communication du gouvernement. Les citoyens ont le droit de connaître les politiques et les activités du gouvernement. Dans une démocratie fonctionnant de manière correcte, le gouvernement fournit en temps utile une information fiable au public. Une communication efficace entre le gouvernement et les citoyens est particulièrement importante dans les pays en transition où des changements majeurs dans les institutions d’État - de fait, dans tous les aspects de la vie - ont laissé les citoyens perplexes quant au nouveau rôle du gouvernement et de l’administration publique et sur la manière de faire part de leurs avis aux représentants de l’État.
