Abstract

Ce travail fait le point sur la dette extérieure du Burkina Faso, de la Côte d’Ivoire, du Ghana, du Mali, de l’Ouganda et de la Tanzanie.La première partie présente la situation de chaque pays en termes d’endettement au travers de différents indicateurs, notamment l’importance de la valeur actuelle nette de la dette par rapport aux exportations. Est ensuite présentée l’évolution de certains indicateurs clés : nature de la dette (bilatérale ou multilatérale), terme (court ou long), part de la dette concessionnelle et suivi des arriérés de paiement. Les réductions de dette antérieures dont ont bénéficié les six pays étudiés sont également rappelées.La deuxième partie présente les conséquences d’un surendettement et les techniques traditionnelles de rééchelonnement de la dette, avant de détailler les différentes étapes de l’initiative PPTE (pays pauvres très endettés). This Paper surveys the external debt situation of Burkina Faso, Côte d’Ivoire, Ghana, Mali, Tanzania and Uganda.The first part uses a number of indicators, especially the ratio of the net current value of the debt to exports, in order to present the level of indebtedness of each country. The evolution of key indicators: the nature of the debt (bilateral vs multilateral); whether it is long- or short-term; the proportion which is concessional; and the extent of outstanding reimbursement, follows. A note is also made of previous debt reductions for each of the six countries.The second section demonstrates the consequences of over indebtedness and the traditional rescheduling techniques, before detailing the various stages of the Highly Indebted Poor Countries (HIPC) initiative. This section also outlines criticisms of the initiative and the responses of the Bretton Woods institutions.
