Strategic Management and Development of Strategic Management Approach in Turkey

Abstract

Public finance became one of the most important areas in Turkey where structural reforms were put into implementation. Public Financial Management and Control Law No. 5018 was enacted in 2003. Radical changes were made in the public financial management system which have been in effect for long years. This paper examines the development of the "strategic management" concept which is one of the most important parameters that has evolved in line with the objective of "endowing public sector with a competitive structure in accordance with the requirements of the global economy" in the world for the past 25 years and in Turkey since the 2000's and the process of realization of this concept in Turkey.
