Caminos rurales. Un análisis del sistema de conservación, reparación y mejorado de la red vial terciaria en General Pueyrredon (2013-2022)

Abstract

La presente investigación describe la dimensión económica del sistema de provisión del servicio de conservación, reparación y mejorado (CRM) de los caminos rurales en el Municipio de General Pueyrredon (MGP). El período bajo estudio es 2013-2022. A través de entrevistas con actores clave y el análisis de fuentes secundarias, se caracteriza el esquema impositivo que respalda el servicio, se identifican los costos externos para los usuarios y se exploran fortalezas y debilidades percibidas en el sistema actual. Se emplea una metodología mixta que combina datos de entrevistas con información de la literatura y fuentes secundarias. Los resultados revelan morosidad en la recaudación de la tasa vial rural y una percepción negativa sobre el estado subóptimo de la red vial rural del MGP, que guarda relación con el deterioro paulatino de los caminos rurales en otras regiones de Argentina. Se propone la tercerización del servicio mediante consorcios camineros o cooperativas como alternativa viable. Esta investigación contribuye a enriquecer el aún incipiente conocimiento sobre el sistema de CRM de la red vial terciaria argentina, por lo que futuras investigaciones sobre costos de transporte, evaluación económica de alternativas de CRM, eficiencia municipal, entre otros, podrán robustecer la investigación sobre este tema.
