La georreferenciación de metas físicas de un ente municipal descentralizado: aportes para un nuevo y mejor uso de la herramienta presupuestaria a nivel local

Abstract

Esta ponencia presenta avances de un trabajo final de posgrado que georreferencia el presupuesto 2023 de un Ente descentralizado del Municipio de General Pueyrredon, el EMVIAL, mediante la aplicación de herramientas de información geográfica. El sistema RAFAM constituye la fuente de información presupuestaria, mediante el cual se identifican once metas físicas de seis programas a ejecutar, sobre las cuales se aplican tres tipos de herramientas de georreferenciación: mapa de calor, punto-vector y mapeo por polígono. La aplicación de estas herramientas en la planificación y ejecución presupuestaria permitiría mejorar la calidad de la gestión de los recursos públicos, avanzando hacia la reflexión en torno a cuestiones de equidad y eficiencia.
