Consideraciones para la estimación presupuestaria en el sector público

Abstract

Se intentará hacer un racconto de diferentes alternativas utilizadas a la hora de presupuestarlas, y de plasmar algunas experiencias personales de la participación en la estructuración de un presupuesto municipal. El presente trabajo no intenta ahondar en el proceso presupuestario sino en las técnicas que podrían utilizarse para arribar a los valores a incluir en el mismo. Claramente cualquier proceso de este estilo se verá afectado (en el sentido más amplio de la palabra, sin que ello implique algo negativo) por cuestiones políticas, de gobierno/gobernabilidad, y hasta de grupos de poder. Esto no se niega, pero es independiente de lo que se pretende transmitir: variantes técnicas de arribar a las cifras presupuestarias, previo a su discusión, defensa y definición.
