Economía social: el caso Mar del Plata

Abstract

El presente trabajo es un análisis de las respuestas brindadas por el Estado ante la precarización laboral producto de las políticas neoliberales de la década del noventa. En ese contexto, surge la Economía Popular basada en el capital social y la asociatividad como el evento pivote del desarrollo social, cuyos fines últimos son la integración de la Economía Popular a la Economía de Mercado. En General Pueyrredon, el estímulo oficial vino dado por la Nación y la Provincia, a través del fomento al microcrédito y a la generación de trabajo. Estos créditos tienen su componente asociativo y solidario, suponiendo que se generen no sólo aprendizajes sino beneficios conjuntos por la contención de los grupos. Se plantea el estudio del caso marplatense, analizando el impacto socioeconómico de los emprendimientos desarrollados en estos últimos cinco años, mostrando sus oportunidades, y debilidades. Este impacto se medirá a través del análisis de historias de vida, mediante entrevistas a informantes calificados, referentes de las instituciones, así como a beneficiarios directos de los programas.
