Reforma do Sistema de Segurança Social em Portugal: um contributo crítico
Abstract
A necessidade de mudança nos sistemas de protecção social é um facto reconhecido e assumido em toda a Europa - apesar dos diversos estágios em que as reformas se encontram nos diferentes Estados-membros. De facto, enquanto que nos países do Norte os sistemas atingiram a maturidade acerca de uma década e as reformas estão em curso, em Portugal, só agora é que o sistema começa a alcançar a maturidade e, com esta, a necessidade de reforma. Com uma reforma tão complexa um primeiro e importante passo para este processo foi dado com a edição do Livro Branco da Segurança Social (LBSS). Com este documento passamos a dispor de um diagnóstico actualizado, sistemático e rigoroso da situação da protecção social no país. Assim, partindo deste diagnóstico e das soluções chave propostas pela Comissão do Livro Branco da Segurança Social (CLBSS) o presente trabalho propõe uma reflexão crítica sobre a reforma do sistema no país. Por fim, chama-se a atenção para o facto de que ao colocar-se um desafio nacional e geracional de tamanha dimensão, ele exige a busca de soluções que sejam duradouras, sustentáveis e solidárias e que por isso devem envolver os órgãos de soberania, os diferentes partidos políticos, os parceiros sociais e as instituições da sociedade civil com vocação efectiva de acção social, bem como todos aqueles que sistematicamente beneficiam e contribuem para o sistema.Download Info
