Abstract

Dans Ce Cahier Nous Debutons Par un Examen de L'evolution Recente(Depuis 1975) des 'Flux D'investissement' et de Commerce Entre le Canada, les Communautes Europeennes et les Etats-Unis. Nous Examinons Ensuite les Articles du Projet D'accord de Libre-Echange Entre le Canada et les Etats-Unis les Plus Pertinents aux Relations Commerciales Entre le Canada et les Communautes. Nous Passons Ensuite En Revue une Estimation Econometrique des Effets de la Formation D'une Zone de Libre-Echange Ou D'une Union Douaniere Nord-Americaine Sur la Cee, et Examinons un Certain Nombre de Facteurs Qui Militent Soit Pour Soit Contre un Renforcement des Liens Commerciaux Entre le Canada et les Communautes - Dont les Impacts de L'accord Canada - Etats-Unis Sur le Canada. Nous Concluons En Faisant un Diagnostic des Causes de L'insucces de L'accord Cadre de 1976 et Formulons Quelques Suggestions Pour le Reanimer Avant de Conclure Qu'il Nous Semble Peu Probable Que L'on Voit S'amorcer des Negociations Serieuses de Liberalisation des Echanges Entre le Canada et les Communautes Hors Celles Tres Lentes et Tres Limitees Prevues Dans le Cadre du Gatt. Sauf Erreur Nous N'aurons Donc Pas a Formuler Prochainement une 'Quatrieme Option' Pour les Relations Commerciales du Canada.
