Public Finance in Montréal: In Search of Equity and Efficiency

Abstract

This paper looks at the city’s financial arrangements following the amalgamation of the municipalities on the Island of Montréal in 2002, and the tumultuous de-amalgamation and creation of borough governments that followed. It focuses on the financial relationship between the City and its boroughs, and the critical link between service responsibilities and funding arrangements.
