Türkiye Ekonomisinde Yapisal Degisim: Bir Girdi- Çikti Analizi

Abstract

Bilindigi gibi Türkiye ekonomisi özellikle 1980´lerden bu yana hizli bir yapisal dönüsüm süreci yasamaktadir. Son yillarin Türk iktisat yazininda farkli bakis açilari ve yöntemlerle bu sürecin nedenlerini ve sonuçlarini açiklamayi amaçlayan çalismalara siklikla rastlanmaktadir. Bu çalismanin amaci 1985-1996 dönemi için yapisal dönüsüm sürecinin ana unsurlarini belirleyebilmektir. Bu çalismada talep yönlü girdi-çikti (input-output) analizi temel yöntem olarak kullanilacaktir. Daha açik bir ifadeyle, üretim biçimlerindeki degisimlerin yanisira, nihai talep unsurlarin sektörel üretim miktarlarindaki degisimlere olan etkileri ortaya konmaya çalisilacaktir. Böylece, yapisal degisim kaynaklarinin üretim sektörleri bazinda farkli etkileri irdelenebilecektir. Türkiye ekonomisi için hazirlanmis en son üç tablo olan 1985, 1990 ve 1996 yillarina ait girdi-çikti tablolari çalismanin temel veri kaynaklaridir. 1985-1996 dönemi ekonomide serbestlesme politikasinin kisa dönem etkilerini gözlemlemek açisindan 1985-1990 ve politikanin orta dönem etkilerini gözlemlemek açisindan da 1990-1996 alt dönemlerine ayrilarak incelenecektir.
