Abstract

Cette étude analyse l’impact de l’expansion des secteurs miniers et pétroliers sur le développement économique et le marché du travail grâce aux politiques d’allocation des ressources générées. Elle utilise un modèle en équilibre général calculable statique fondé sur le modèle PEP 1-1 auquel des modifications ont été introduites. Les résultats de l’étude montrent que les ressources minières et pétrolières ne conduisent pas systématiquement à un syndrome hollandais si l’Etat met en oeuvre les politiques qu’il faut dans les secteurs appropriés. Ainsi, une subvention de l’agriculture a des effets bénéfiques sur la production agricole, permettant de résorber le problème de l’insécurité alimentaire, tandis qu’une subvention de l’électricité permet de renforcer le tissu industriel et de créer plus d’emplois.
