Alternative locations for the production of high-end and very high-end residential development in the Urban Transformation Structuring Axis Zones

Abstract

Os Eixos de Estruturacao da Transformacao Urbana sao um dos pilares do Plano Diretor Estrategico do Municipio de Sao Paulo, aprovado pela Lei 16.050 de Julho de 2014. Os Eixos tem como objetivo otimizar uma regiao de alta densidade construtiva e demografica. No entanto, na Macroareas de Urbanizacao Consolidada, o mercado de incorporacoes produziu imoveis preferencialmente para os segmentos de Alto- Padrao e Muito-Alto-Padrao, que o vai na contramao da proposta legal que e impulsionar o uso de transporte e trazer segmentos sociais variados a areas em que ha corredores de onibus, trens/metro. Dessa contradicao, acabam por emergir propostas para modifica-los, tendo como foco final a ampliacao do Alto-padrao. Este artigo e a continuacao das analises e propostas realizadas pelos autores no evento Forum SP23 sob o titulo “Alternativa de localizacao para a producao do alto-padrao que se apropriou da regiao dos Eixos de Estruturacao”. Este artigo visa analisar, compreender e apresentar possiveis solucoes e localizacoes alternativas para esses segmentos, a fim de manter os objetivos sociais e ambientais propostos no Plano Diretor para os Eixos e ZEU’S.
