The Welfare State and Inequality: Still No Answers to the Big Questions

Abstract

This paper reviews recent attempts to measure and compare the redistributional effectiveness of contemporary welfare states. It is argued that the methodology employed is unsatisfactory as it ignores the problem of behavioral responses.
