Paro y formación profesional: un análisis de los datos de la encuesta de población activa

Abstract

The aim of this paper is to analyze educationljob training data derived from the Spanish LabourForce PoLL (EPA) laying special emphasis on aspects related to unemployment. First, it is determined ifthere exists an inverted relation between education, job training and unemployment (an apparent relationwhen using stock data, that disappears when flows into the labour market are considered). Then the basicresults of the impact of education on the different groups, namely, the employed, the unemployed andthose that are not in the labour force (with and without previous labour experience) is presented. A generaldefinition of education is given: higher education studies, special job training, to be preparingexaminations to qualify for a job in the public sector or to have received any kind of non regulatededucation or training in the previous 4 weeks to the interview. It is outstanding how education has a majorimpact on the unemployed looking for their first job: at present, one out of every four unemployed in thisgroup is receiving some kind of education related to the labour market. Also, the knowledge of educationalactivities is greater due to the improvement of the EPA's 1992 first quarter survey . Finally, econometricmodels are used to isolate factors that may influence the probability of receiving education. El propósito del trabajo es presentar un primer análisis de los datos sobre formación que sederivan de la Encuesta de Población Activa (EPA) con especial énfasis en los aspectos relacionados conel desempleo. Tras una primera aproximación a la cuestión más general de si existe una relación inversaentre educaciónlformación y paro (relación que parece detectarse cuando se utilizan datos de stocks ofondos, pero desaparece cuando se consideran los flujos de entrada en la ocupación), los autores presentanlos datos básicos de la incidencia de la formación para los colectivos de ocupados, inactivos y parados(con y sin experiencia laboral anterior). Se define la formación en un sentido amplio: haber recibidoenseñanza reglada universitaria o de formación profesional, estar preparando oposiciones o haber seguidouna enseñanza no reglada relacionada con alguna actividad o profesión en las cuatro semanas anterioresal momento de la entrevista. Destaca la mayor incidencia en el caso de los parados que buscan su primerempleo, de modo que en la actualidad uno de cada cuatro miembros de este colectivo siguen algún tipode formación relacionada con el mercado de trabajo. Además, se amplía el conocimiento sobre lasactividades formativas gracias a la mejora del cuestionario de la EPA que se introdujo en el primertrimestre de 1992. Por último, con la utilización de modelos econométricos se trata de aislar los factoresque pueden influir en la probabilidad de recibir formación.
