Lobbying no Brasil: profissionalização, estratégias e influência

Abstract

O estudo analisa dados de uma pesquisa do tipo survey, realizada com representantes de entidades públicas ou privadas cadastrados na Câmara dos Deputados. As questões dizem respeito a três dimensões do lobbying: a recente profissionalização da atividade, estratégias e repertórios próprios desses grupos e, por fim, as percepções dos respondentes sobre sua influência no processo decisório. Os resultados apontam para uma tendência de profissionalização da atividade no Brasil; para um repertório de ações bastante amplo, mas centrado na troca e na disseminação de informações como principal ativo dos grupos de interesses; e para uma visão otimista a respeito da sua capacidade de influência parlamentar. The study analyzes data from an original survey conducted with representatives of public or private entities registered in the Brazilian Chamber of Deputies. The questions relate to three dimensions of the lobbying activity: its recent professionalization, strategies and repertoires of activities of these groups and, finally, the respondents’ perceptions about their influence in the decision making process. The results point to a trend towards professionalization, a very broad repertoire of activities, but focused on the exchange and dissemination of information as the main asset of interest groups, and to an optimistic view regarding its capacity for parliamentary influence.
