Mobilidade do Capital, Atores de Veto e Redistribuição na América Latina Durante a Virada à Esquerda

Abstract

Este trabalho oferece explicação para diferenças de intensidade entre as políticas redistributivas dos governos que fizeram parte da recente virada à esquerda da América Latina. Com base em modelos teóricos que analisam as implicações redistributivas da desigualdade em democracias com diferentes estruturas econômicas e institucionais, argumenta-se que a política redistributiva da esquerda foi mais intensa nos países onde o capital tem menor mobilidade e o Legislativo não se constituiu em ator de veto. Essa explicação é secundada por evidência correlacional gerada a partir de modelos econométricos de uma medida proxy da intensidade desta política, com base em dados de vinte governos de esquerda de onze países latino-americanos nos anos 2000-2014. This study explains the intensity of redistributive policies of Latin American leftist governments during the so-called “left turn” in the region. Based on theoretical models that analyze the implications of inequality in democracies with different economic and institutional structures, it argues that the left’s redistributive policies were more intense in countries where capital has low mobility and the legislature was not a veto player. This explanation is supported by evidence from econometric models of a proxy measure of the intensity of redistributive policy, based on data from twenty leftist governments from eleven Latin American countries, during the 2000-2014 period.
