Abstract

Este texto apresenta os desafios para a implementação dos critérios de transferências intergovernamentais estabelecidos na Lei Complementar (LC) no 141, de 13 de janeiro de 2012, que regulamentou a Emenda Constitucional (EC) no 29, de 13 de setembro de 2000, para o Sistema Único de Saúde (SUS). A lei estabelece normas para a alocação de recursos que objetivam a redução das disparidades regionais, demanda antiga de diversos estudiosos do setor. Este novo modelo de alocação de recursos financeiros exige a alteração da lógica que tem orientado a alocação de recursos federais em saúde no Brasil e implica mudanças estruturais nos critérios de distribuição empregados atualmente pelo Ministério da Saúde (MS). This paper presents the challenges for the implementation of the intergovernmental transferring criteria established in Complementary Law 141, of January 2012, which regulates Constitutional Amendment No. 29, of 2000, for the Unified Health System (SUS). The Law establishes norms for a resource allocation that aims the reduction of regional disparities, old demand of this sector’s researchers. This new model of financial resources allocation requires a shift in the logic that has driven the federal resources allocation on health sector in Brazil, furthermore it implies structural changes in the distribution patterns applied by the Ministry of Health.
