Efeitos da Ampliação dos Direitos Trabalhistas sobre a Formalização, Jornada de Trabalho e Salários das Empregadas Domésticas

Abstract

O objetivo deste trabalho é analisar o impacto da ampliação dos direitos trabalhistas previstos na Emenda Constitucional no 72, de 2 de abril de 2013, sobre a formalização, a jornada de trabalho e os salários das empregadas domésticas. Procuramos, além disso, identificar em que medida essa emenda afetou a probabilidade de uma mulher se tornar empregada doméstica, entre outros efeitos sobre a posição laboral do trabalho doméstico. Para tanto, utilizamos o arcabouço do pareamento por escore de propensão para a construção do grupo de controle e o estimador de diferenças em diferenças para investigar os efeitos causais da lei. A análise é feita com base nos microdados da Pesquisa Nacional por Amostra de Domicílios (Pnad) dos anos de 2011 a 2014. Os resultados obtidos mostram que, para as empregadas mensalistas, a legislação gerou um aumento na formalização, redução na jornada de trabalho e nenhum efeito sobre os salários. This study analyzes the impact of the extensions in labor rights (foreseen in the Constitutional Amendment number 72 of April 2nd, 2013) over the legalization, working hours and wages of Brazilian domestic servants. We also aim to identify the effect of this new legislation in the probability of a woman becomes a housemaid, among other effects in labor status of domestic work. The methodology is based on the propensity score matching approach in order to construct the control group and in difference-in-difference estimation procedure to evaluate the casual effect. The analysis is carried out with microdata from Pnad/2011 through Pnad/2014. Our results suggest that this legislation increased the formal job positions, reduced the working hours and had no effect on wages of monthly domestic workers.
