Abstract

Este Texto para Discussão tem por objetivo realizar uma radiografia do gasto público federal entre 2001 e 2015 e efetuar uma análise preliminar do ajuste fiscal em curso, identificando os grupos de despesa, os programas e as ações por ele mais atingidos. O trabalho de análise se baseia em um modelo que desenvolvemos para replicar as estatísticas fiscais do Tesouro Nacional com dados da execução orçamentária do Sistema Integrado de Administração Financeira (Siafi) do governo federal, os quais permitem uma abertura mais detalhada das despesas de custeio e capital que a disponibilizada nas publicações oficiais. Além disso, o modelo promove uma espécie de limpeza nos dados, ao eliminar o efeito das operações meramente contábeis e das mudanças metodológicas na série, de modo a proporcionar um melhor estudo da evolução das finanças públicas sob a ótica econômica. This Discussion Paper aims to carry out an X-ray of federal public spending between 2001 and 2015 and in addition, a preliminary analysis of the fiscal adjustment in progress, identifying what were the expenditure groups and programs/actions hardest hit. The analytical work is based on a model developed to reply the fiscal statistics from the National Treasury with data from the budget payments registered at Siafi, which allow a more detailed opening of operating and capital expenses than the one constant in the official publications. In addition, the model promotes a kind of cleansing the data, by eliminating the effect of merely accounting operations and methodological changes in the series in order to provide a better analysis of the evolution of public finances in the economic perspective.
