A Natureza da Inflação de Serviços no Brasil: 1999-2014

Abstract

Este artigo tem como objetivo analisar a dinâmica da inflação de serviços no Brasil no período 1999-2014. Para isso, procurou-se identificar todos os elementos (subitens) constitutivos do Índice Nacional de Preços ao Consumidor Amplo (IPCA) passíveis de serem classificados como serviços nas diversas encarnações do índice desde 1999, e propôs-se um tradutor entre esses subitens e os conceitos da Classificação Nacional de Atividades Econômicas (CNAE), versão 2.0. Com base no referido tradutor, foi possível extrair dados da Pesquisa Anual de Serviços (PAS), da Pesquisa Nacional por Amostra de Domicílios (Pnad) e da Relação Anual das Informações Sociais (Rais) sobre a composição do valor da produção, das ocupações e dos rendimentos do trabalho dos vários setores de serviços que compõem o IPCA. Os dados analisados corroboram visões preexistentes sobre o tema e as estendem, propondo, em particular, que seja dada atenção a alguns poucos setores de serviços com taxas excepcionais de crescimento da produção e/ou do número de ocupados e rendimentos desses trabalhadores e que demandam políticas públicas específicas. This paper aims to shed light on the dynamics of Brazilian services inflation in the 1999-2014 years. In order to do that, it first identifies all disaggregated components of the Brazilian consumer price index (IPCA) that can be characterized as services. These components are then translated into activities compatible with the Brazilian National Classification of Economic Activities (CNAE) version 2.0. This translation allows the extraction of structural data on (value added, occupations, wages, etc.) the aforementioned services from several Brazilian databases – most notably the Annual Services Survey (PAS), the National Household Survey (Pnad) and administrative records of the Ministry of Labour. These new structural data do corroborate preexisting views on the determinants of Brazilian services inflation, but they also extend them, suggesting, in particular, that attention should be paid to a handful of sectors with exceptional rates of growth in value added and/or occupation and/or wages that can be subjected to specific public policies.
