Planos de Mobilidade Urbana: instrumento efetivo da política pública de mobilidade?

Abstract

Os planos de mobilidade urbana são instrumentos de efetivação da política de mobilidade. O Estatuto da Cidade obriga o desenvolvimento desses planos para municípios acima de 500 mil habitantes. A partir da Lei nº 12.587/2012, a exigência passou a seguir os mesmos critérios usados para os planos diretores urbanos (municípios com população acima de 20 mil habitantes). Considerando o ano de 2012 como referência, onze anos após o estatuto, por meio da pesquisa realizada, observa-se uma baixa execução nos municípios com mais de 500 mil habitantes: apenas treze dos 36 municípios habilitados (conforme população do Censo 2010) elaboraram planos de mobilidade. O texto avalia esses resultados e os contrapõe aos investimentos do PAC Mobilidade, destacando os desafios municipais nesse contexto. The mobility plan is the main instrument of the mobility policy. According to the City’s Statute, all cities with more than five hundred thousand inhabitants must develop their plans. Within the federal law nº 12.587/2012, this legal obligation has changed. Nowadays, cities with more than twenty thousand inhabitants have to develop it. Despite that obligation, since 2001 only 13 of the 36 cities have developed their plans. This paper aims to evaluate the effectiveness of those instruments and the relationship between them and the federal investments. Also, some considerations are made, highlighting the challenge for the municipalities to deal with the subject.
